Ontario licences exterminators and extermination businesses under the Pesticides Act, and O. Reg. 63/09 (currency October 2026) prescribes what a technician's work order holds, how licensed exterminators supervise technicians and trainees, and how businesses display licences, mark vehicles and insure. Here is each rule with a link to the official text, and what an Ontario pest control service record should contain.

What Ontario requires

  • No one may perform or offer to perform an extermination except under an exterminator's licence of the prescribed class using the pesticides and conditions that class allows, or operate an extermination business without an operator's licence, unless exempt under the regulationsPesticides Act, R.S.O. 1990, c. P.11, s. 5 (1)-(2)
  • A technician (or an exterminator of another class) working under supervision has at the site a work order, invoice, job sheet or other written instructions giving the location of the site, the pest, each pesticide's name and Pest Control Products Act registration number, the supervising licensed exterminator's name and licence number, and a unique number or identifier for the job in the employer's business recordsO. Reg. 63/09, s. 46, Table, item 1, Column 2, para. 2
  • On each site visit the supervising licensed exterminator enters their licence number, signature and the date on the technician's written instructions, and the technician carries all written instructions signed in the last 30 daysO. Reg. 63/09, s. 46, Table, item 1, Column 2, paras. 3-4 · O. Reg. 63/09, s. 48 (1) (g) (iii)
  • A technician may not select or recommend the pesticide, choose the method or rate, use a Class B pesticide or a restricted use Class C pesticide, and carries proof of an approved pesticide safety course from the last 24 months; a trainee may use Class C or D pesticides only with a licensed exterminator present and carries the employer's trainee identificationO. Reg. 63/09, s. 46 (3)-(4), Table
  • A supervising exterminator directs and trains the supervisee and records that training (kept two years after the supervisee leaves), visits a technician at a site at least once in each week they work, stays present whenever a trainee works, and supervises no more than three technicians or trainees at a time; operators employ at least one licensed exterminator for every three or fewer technicians or traineesO. Reg. 63/09, s. 48 · O. Reg. 63/09, s. 88 (4)
  • An operator displays its operator's licence (or an 8.5 by 11 inch copy) prominently at each business location, has a licensed exterminator in charge who is normally there at least once each business day, and reports that person's details and any change to the Director through the Ministry's electronic system within 10 daysO. Reg. 63/09, s. 87
  • No vehicle may transport or apply pesticide for an extermination business unless the year's identification marker from the Director is fixed to its rear (a temporary marker for the first 21 days after a licence is issued or renewed)O. Reg. 63/09, s. 89
  • Each extermination business carries employers' liability coverage of at least 1,000,000 dollars per occurrence (unless covered under the Workplace Safety and Insurance Act), commercial general liability of at least 2,000,000 dollars, and pollution liability of at least 1,000,000 dollars per occurrenceO. Reg. 63/09, s. 93 (2)-(3)
  • Outdoors, active ingredients not on the Ministry's list for cosmetic use may be used only for prescribed purposes, including uses integral to a structural extermination and controlling pests such as carpenter ants and termites that threaten a building's structural integrity in a way that puts someone's health or safety at riskPesticides Act, s. 7.1 (1)-(2) · O. Reg. 63/09, ss. 22, 30

Exterminator and operator licences

Performing or offering structural extermination takes an exterminator's licence of the right class, and running the business takes an operator's licence. Display the operator's licence at each location, keep a licensed exterminator in charge there each business day, fix the year's Ministry marker to the rear of every service vehicle, and carry the required employers', general and pollution liability insurance.

The technician's work order

A technician works from a work order, invoice or job sheet at the site that names the location, the pest, each pesticide with its PCP registration number, the supervising exterminator's name and licence number, and a unique job number from your business records. On each visit the supervisor adds their licence number, signature and the date, and the technician carries every work order signed in the last 30 days.

Supervising technicians and trainees

Technicians cannot choose the pesticide, method or rate, or use Class B products, and carry proof of a safety course from the last 24 months. Supervisors train and record that training, visit each technician on site every week they work, stay with trainees at all times, and supervise no more than three at once.

Outdoor work and the cosmetic pesticide rules

Ontario limits outdoor pesticides to the Ministry's list for cosmetic uses. Structural pest control can still use other products outdoors when the use is integral to the structural extermination, or to stop pests like carpenter ants and termites that threaten a building's structure and someone's safety.

From field notes to a finished Ontario record

Note the job number, the pest, each product with its PCP number, and who did the work and under whom. ReportDraft puts the job number, the supervising exterminator's name and licence number and each product's PCP number on the record, so it doubles as the technician's written instructions.

Common mistakes

  • A technician's work order with no unique job number.
  • No PCP registration number for the product.
  • The supervisor's licence number missing from the work order.
  • No signed, dated supervisor entry from the weekly site visit.
  • A technician choosing the product or rate.
